Alachua County's Mobility Plan

The Alachua County Mobility Plan is a recent update of the County’s Comprehensive Plan that includes multiple strategies to effectively link Land Use and Transportation Planning into a cohesive framework.  The primary facets of the plan consist of a multimodal transportation plan, including dedicated Bus Rapid Transit lanes, in combination with incentives and requirements for compact Transit Oriented and Traditional Neighborhood Developments.  Additionally, the plan uses some novel approaches to transportation concurrency and a multimodal impact fee system to further incentivize public and private investments that are consistent with the community’s vision for its future development and redevelopment.

Concurrency  & Impact Fee Manager with Alachua County

Mr. Paul has extensive experience in traffic analysis and concurrency review for Development of Regional Impact, Comp Plans, Rezoning, & Development Plans. He has additional extensive experience in proportionate share analysis and impact fee evaluations. Mr. Paul has presented on several occasions for the Florida Chapter and National American Planning Association and is the Local Government Rep on FDOT Level of Service Subcommittee. Mr. Paul has served as a contributor on a number of statewide transportation and planning reviews.
